Frank Bisignano
Commissioner, Social Security Administration
Frank J. Bisignano was born in August 1959 in Brooklyn, New York. He attended Baker University before earning his undergraduate degree in social studies from Newport University. He began his career as an investment banker and brokerage executive.
Bisignano served as a Chief Administrative Officer and then Chief Operations Officer of JPMorgan Chase. He became the Chief Executive Officer of First Data Corporation, overseeing the integration of domestic debit payment processing through the Star Network. He later collaborated with Apple on integrating its Apple Pay system.
President Donald Trump nominated Bisignano as commissioner of the Social Security Administration in December 2024. The Senate confirmed him, and he was sworn into office in May 2025.
Bisignano is married to Tracy.

Commissioner Frank Bisignano is overseeing improvements to efficiency and service quality at the Social Security Administration. In the first 100 days since taking office after his confirmation by the Senate, he has emphasized the need to serve Americans.
Commissioner Bisignano said, “When any of them visits or calls a Social Security office, they deserve first-class customer service.“
The new commissioner has made weekly visits to local offices, receiving feedback from employees and seeking to transform the customer experience and ensure people receive the support they need.
The effort has reportedly decreased office wait times from 30 minutes last year to 20 minutes this year, with some offices reducing the wait even further. The wait times for the national 800 number have dropped from 24 minutes last summer to 8 minutes this summer. Online scheduled downtime for maintenance has been eliminated to provide 24/7 availability and the backlog for initial disability claims has also decreased by 26 percent.
