Thomas Douglas Homan was born in November 1961 in West Carthage, New York. He earned an associate degree in criminal justice from Jefferson Community College and a bachelor’s degree in criminal justice from SUNY Polytechnic Institute. He followed in the steps of his father and grandfather in becoming a West Carthage police officer.

Homan joined the U.S. Naturalization and Immigration Service (which later became U.S. Immigration and Customs Enforcement) and served as an agent, investigator, and supervisor with the U.S. Border Patrol. President Barack Obama appointed Homan executive associate director of enforcement and removal operations with ICE in 2013. President Donald Trump named Homan acting ICE director, formally nominating him for the position in November 2017. Homan later became a border security advocate in the private sector.

President Trump announced Homan as the White House Border ‘Czar’ in November 2024. The president said Homan would be “in charge of all deportation of illegal aliens back to their country of origin” under the Alien Enemies Act of 1798.

Homan is married to Elizabeth and they have four children. He is Catholic.

White House Border Czar Tom Homan defended the practice of U.S. Immigration and Customs Enforcement (ICE) agents covering their faces during operations, pointing out the at least 700 percent increase in assaults against them, as well as threats to their families and homes.

Mr Homan stated, “We never had the scale of attacks on ICE we have now — up 700% attacks on ICE, doxing against ICE agents. Name a police agency that has a 700% increase in assaults.

“The attacks on ICE is unprecedented, 700% increased. And we’re not even talking about the doxing of agents, their spouses, and their children,” Mr. Homan explained. “So they’re wearing masks to help give them some sort of protection.”

The White House border czar went on to question whether those who are bothered by federal agents wearing masks have ever been concerned about BLM or pro-Palestinian demonstrators wearing masks as they engage in criminal activities. He stated, “They were all wearing masks. Did anybody pass legislation saying they can’t wear a mask during a protest? No.”

Mr. Homan concluded that the agents are “trying to make this country safe again — and they’re being vilified for it and attacked for it … We’re not going to tolerate it. Zero tolerance on this.”
