The Department of Homeland Security has reorganized the front office roles of the Federal Emergency Management Agency (FEMA) ahead of the 2025 hurricane season. FEMA is also undertaking a “mission analysis“ to determine that it is fulfilling its legal obligations. President Trump established a 13-member FEMA review council which will provide recommendations on changes to the agency.

Assistant Secretary David Richardson of DHS’ Countering Weapons of Mass Destruction Office is now functioning as the acting FEMA administrator as well. He has expressed the goal of shifting more disaster recovery responsibility to the states and strengthening their ability to respond.

“Under Secretary Noem and Acting Administrator Richardson, FEMA is shifting… to a lean, deployable disaster force that empowers state actors to provide relief for their citizens,” a FEMA spokesperson stated. “The old processes are being replaced because they failed Americans in real emergencies for decades. Under Secretary Noem’s leadership, and the efforts of Acting Administrator Richardson FEMA is fully activated in preparation for Hurricane Season.”
