George Joseph “Mike” Kelly, Jr., was born in May 1948 in Pittsburgh, Pennsylvania. He earned a bachelor’s degree from the University of Notre Dame. After college, he worked for his father’s automobile dealership, later taking the business over and adding to the dealership lineup. 

He was elected to the United States House of Representatives, assuming office in January 2011. 

He is married to Victoria and they have four children and ten grandchildren. He is a Catholic.

Bicameral legislation was introduced in both the House and Senate that would expand education freedom and opportunity for millions of students across the country. 

Pennsylvania Representative Mike Kelly was one of the bill’s cosponsors. The bill would give parents the ability to make decisions over their child’s education that puts the needs of the child first, empowering parents, and allowing millions of  children to thrive in a school that is best for them. 

The Educational Choice for Children Act would provide charitable donation incentive for individuals and businesses to fund scholarship awards for students to cover expenses related to K-12 public and private education, amounting to $10 billion on an annual basis, according to a summary of the bill from legislators. 

“Parents should have a greater say in their child’s education, and this bill does that,” Representative Kelly said. “Our children make up about 25 percent of the U.S. population but they are 100 percent of our future. We must give parents and children every opportunity to pursue the education that is best for them and that puts them on the best path forward from day one.”
