Director, Faith-Based and Neighborhood Partnerships, DHS


Marcus T. Coleman received an undergraduate degree from Howard University and an MPA from American University. 

He has been a civic leader promoting interfaith dialogue and cooperation among community organizations and charitable groups. His service in government began at FEMA (the Federal Emergency Management Agency) where he developed guidance for engaging faith-based community organizations and others in partnership with institutes of higher education and other volunteer groups. 

He served as Acting Director for the Department of Homeland Security Center for Faith-Based and Neighborhood Partnerships during President Obama’s administration. 

In August 2021, he was named director of the Department of Homeland Security’s Center for Faith-Based and Neighborhood Partnerships. 

He is married to Amber. They are Baptists. 

In the News…

The Department of Homeland Security Center for Faith-Based and Neighborhood Partnerships carries out the policies and program priorities of the White House, DHS, and FEMA for faith and community-based organizations related to all-hazards preparedness, emergency, and disaster response, and recovery, and human trafficking. 

According to Director Thomas Coleman, “we seek to partner with faith and community leaders to promote whole community participation in disaster emergency response and recovery” and “we leverage emergency management tools, experts, and resources to ensure faith leaders, houses of worship, and community organizations are ready when disaster strikes.” 

In past months, they have assisted with coping during COVID, including strategies for managing stress, and establishing approaches to ensure the safety of houses of worship with programs to prevent targeted violence, and offering direct assistance to individual faith leaders and churches, such as when a tornado damaged a 113-year-old sanctuary at a church in Nashville, Tennessee.
