Shelley Wellons Moore Capito was born in November 1953 in Glen Dale, West Virginia. She earned an undergraduate degree in zoology from Duke University and received a master’s degree from the University of Virginia Curry School of Education. She served as a career counselor at West Virginia State University and director of the educational information center for the West Virginia Board of Regents.

Capito served two terms in the West Virginia House of Delegates before being elected to the U.S. House of Representatives where she served for 14 years. She was elected to the United States Senate and assumed her seat in January 2015.

She is married to Charles L. Capito and they have three children. The family is a member of the Presbyterian Church. She is a distance runner and has been for over 30 years.

Senator Shelley Moore Capito of West Virginia, ranking member of the Environment and Public Works Committee, expressed “disappointment” with President Biden’s executive orders regarding the fossil fuel industry. However, she is willing to work with the administration on climate change.

She is also a member of a new bipartisan group of senators called the “Sweet 16” that has been negotiating with the Biden Administration on its coronavirus relief bill.

She also discussed the need for an infrastructure bill. “President Biden has talked about job creation, and that is the natural place to go.” But she wants lawmakers to use a bipartisan surface transportation bill that was passed in committee last year as the basis for negotiations. “I am concerned about going back to square one because we pulled together a very substantial bill,” Capito said.

She expressed concern that the administration might pursue something like the “Lift American Act” that was more like “a climate bill with a little transportation thrown in it,” stating that it was an overreach.
